In an effort to better communicate, the Guadalupe Union School District will begin providing updates on negotiations with the Guadalupe Teachers Association/CTA/NEA (GTA) and with the California School Employees Association, Chapter #546 (CSEA).
Negotiations Update between GUSD and GTA on June 7, 2016
GTA and GUSD negotiators met with the State Mediator on Tuesday, June 7 to further discuss their respective positions and proposals for a GUSD/GTA Collective Bargaining Agreement (CBA) to replace the current agreement which expires on June 30, 2016.
With the assistance of the Mediator, the parties were able to achieve and initial a Tentative Agreement (“TA”) for a new three-year CBA, to become effective on July 1, 2016. The specific provisions of the TA will be disclosed to the certificated bargaining unit members during GTA’s internal ratification process. Following ratification by GTA, the TA will be forwarded to the GUSD Board of Trustees with management’s recommendation that it be ratified and accepted.
The parties believe this TA is a positive step forward, both for employees and students we serve.

GTA Update - Mediation Meeting Update - May 13, 2016
The Guadalupe Union School District and Guadalupe Teachers Association met on May 13, 2016 with State Mediator Tom Ruiz for a second time in an effort to reach a mutual tentative agreement. The parties discussed and refined their views and positions on a variety of substantive issues and committed to continue the dialogue up to the next meeting on June 7, 2016.
GTA Update - Mediation Meeting Update - April 12, 2016
The District and the Association met with the State Mediator on April 12, 2016. The parties discussed a variety of important issues and agreed to meet again on May 13, 2016.
GTA - Negotiations Meeting - March 14, 2016
District Administration met with GTA negotiators to discuss the District’s Initial Proposal for a new GUSD/GTA Collective Bargaining Agreement (CBA) to replace the current agreement which expires as of June 30, 2016. The District’s proposal was made in response to GTA’s December 2015 Initial Proposal and was accepted by the Board of Trustees on March 9, 2016. Both the GTA proposal and the GUSD proposal are for a new three-year agreement (2016-2019). Both proposals are accessible by clicking the buttons below.
The District’s proposal responded to several of the requests in GTA’s December Initial Proposal, which had been the subject of the first negotiations session on February 18th. The District proposal included, among other things, changes to minimum and shortened days focusing on providing time for increased student instruction and performance. It also suggested that McKenzie Junior High School teachers assume a role in the supervision of a limited number of extra-curricular activities for increased student safety and proposed to open up the stipend list to any position “approved by the District” (e.g., AVID site coordinator). Other changes of interest include making gender references non-specific, for example, eliminating the labels of “boys” or “girls” for teams (not eliminating the teams) and designating “father” and “mother” as “parents.”
The District also presented the Local Control Funding Formula Budget displaying projected increased costs for the 2016-2017 school year and a Multi-Year Projection (MYP). Both budget documents are accessible by clicking the buttons below.
After asking a few questions, GTA requested a caucus. When they returned from the caucus, GTA declared an impasse and asked if the District would file a joint request. The District indicated that it would not object to GTA filing the request with the Public Employment Relations Board (PERB). The negotiation meeting began at 9:00 a.m. and ended shortly after 10:00 a.m.
Subsequently, PERB assigned a State Mediator who has scheduled a mediation session with both parties on April 12, 2016.

Negotiations Summary Update with GUSD and CSEA on June 1, 2016
CSEA and District negotiators met on Wednesday, June 1 to further discuss their proposals for a GUSD/CSEA Collective Bargaining Agreement (CBA) to replace the current agreement which expires on June 30, 2016. Both parties are proposing a new three-year agreement (2016-2019).
CSEA and the District discussed and offered revised contract language proposals, attempting to establish the basis for an overall agreement. After further discussions, questions, and explanations, the District and Association signed a Tentative (“T.A”) for a three-year agreement, effective July 1, 2016.
The specific provision of the T.A. will be made public and explained to the classified bargaining unit members during CSEA’s internal ratification process.
The District and CSEA believe the T.A. is a positive step forward, both for our employees and the students we serve.

CSEA and District negotiators met on Friday May 20, 2016 to discuss their proposals for a GUSD/CSEA Collective Bargaining Agreement (CBA) to replace the current agreement which expires on June 30, 2016. Both parties are proposing a new three-year agreement (2016-2019). The Initial Proposals are posted as PDF files on this website.
CSEA offered proposed contract language that reflected their initial proposal. Following some questions and discussion, the District caucused and returned with suggested contract language in response to several of CSEA’s issues. After further discussion, explanation, and questions, the session recessed for the day.
Future negotiations sessions are scheduled for June 1st and June 13th with both sides sharing the goal of completing negotiations prior to June 30, 2016.

Initial Proposals from CSEA and from the District are on the Agenda for the Board of Trustees meeting on April 20, 2016. A date for the first bargaining session has not been established as of this posting.
