GTA - Negotiations Meeting - March 14, 2016
District Administration met with GTA negotiators to discuss the District’s Initial Proposal for a new GUSD/GTA Collective Bargaining Agreement (CBA) to replace the current agreement which expires as of June 30, 2016. The District’s proposal was made in response to GTA’s December 2015 Initial Proposal and was accepted by the Board of Trustees on March 9, 2016. Both the GTA proposal and the GUSD proposal are for a new three-year agreement (2016-2019). Both proposals are accessible by clicking the buttons below.
The District’s proposal responded to several of the requests in GTA’s December Initial Proposal, which had been the subject of the first negotiations session on February 18th. The District proposal included, among other things, changes to minimum and shortened days focusing on providing time for increased student instruction and performance. It also suggested that McKenzie Junior High School teachers assume a role in the supervision of a limited number of extra-curricular activities for increased student safety and proposed to open up the stipend list to any position “approved by the District” (e.g., AVID site coordinator). Other changes of interest include making gender references non-specific, for example, eliminating the labels of “boys” or “girls” for teams (not eliminating the teams) and designating “father” and “mother” as “parents.”
The District also presented the Local Control Funding Formula Budget displaying projected increased costs for the 2016-2017 school year and a Multi-Year Projection (MYP). Both budget documents are accessible by clicking the buttons below.
After asking a few questions, GTA requested a caucus. When they returned from the caucus, GTA declared an impasse and asked if the District would file a joint request. The District indicated that it would not object to GTA filing the request with the Public Employment Relations Board (PERB). The negotiation meeting began at 9:00 a.m. and ended shortly after 10:00 a.m.
Subsequently, PERB assigned a State Mediator who has scheduled a mediation session with both parties on April 12, 2016.

Proposed Statement on 2/6/2018 Negotiations
CSEA and District negotiators met on Tuesday, June 6, 2018, to continue discussions over reopener proposals for 2016-2019 GUSD/CSEA Collective Bargaining Agreement.
CSEA introduced two new team members - Veronica Barrios, recently elected Chapter #546 President, and Phyllis Comstock, the new CSEA Labor Relations Representative for this area.
The District briefly reviewed the bargaining progress, issues, and earlier agreements in order to share history with the new CSEA staff. Following a discussion of Article IX, Disciplinary Action, and a review of previously proposed language, the teams agreed that the issue was resolved to our mutual satisfaction.
As the final issue related to salary, both teams exchanged several ideas and proposals. By the close of the meeting, both sides reached a Tentative Agreement (attached) which each team felt comfortable with. CSEA will recommend that its members ratify the Tentative Agreement in mid-February. Assuming ratification by the CSEA membership, the administrative team will recommend that the Board ratify at its March Board Meeting.
As in all of our interactions with the bargaining unit, the latest session was conducted in a positive and productive atmosphere.
